Where to Stay in Jeju Without a Car: Korea's Five Best Bases by Bus

If you are deciding where to stay in Jeju without a car, start with one number. 57.5% of all the island's guest rooms are in the urban parts of Jeju City (제주시) and Seogwipo (서귀포시). But Jeju's lodging is mostly small rural guesthouses: 80.3% of its 7,802 lodging businesses are registered as nongeochon minbak (농어촌민박, farm-and-fishing-village guesthouses), and 82.7% of those sit in the outer west, the east and the eastern part of Seogwipo. That is where the pretty stone-wall cottages in your booking app are, and where, as a rough rule, buses on the main roads come every 15 to 80 minutes depending on the line, and far less often off them.

So, without a car, choose the bus line first and the room second. This guide compares five bases by the buses that serve them: the airport ride and fare, where you can go without changing, and the last bus home. For fares, transfers and paying with a foreign card, see our Jeju bus guide.

Why the pretty guesthouse is the wrong choice without a car

Jeju has more beds than it needs. At the end of September 2025 it had 79,169 guest rooms, according to the Bank of Korea's Jeju branch, 41.9% of them in hotels and condos (관광숙박업). The rest are mostly in small businesses: Jeju averages 10.1 rooms per lodging business, against 13.3 for Korea as a whole. Demand has fallen, too. Average daily room demand was about 32,000 in 2024, down from 38,000 in 2021, while domestic visitors cut their average stay from 4.6 to 3.7 days.

There is no shortage of rooms in any of the five bases below. The trap is that most Korean visitors rent a car, so a guesthouse 2 km from the coast road works for them. On foot, it doesn't.

The bus network has a clear shape:

  • Everything starts in Jeju City. The express buses, the coast roads (201 east, 202 west) and the 281 over the mountain begin at Jeju Bus Terminal (제주버스터미널), about ten minutes from the airport.
  • The south coast hangs off two limousine lines. The 600/601 run from the airport to Jungmun, and the 600 continues to Seogwipo. The 800/801 take the inland Pyeonghwa-ro road to Seogwipo's new town.
  • Coast buses are slow but frequent; the 201 and 202 come every 15–25 minutes. Express buses (1xx) are faster but come every 35–80 minutes.
  • Off those lines, service thins out fast. Village feeder buses (7xx) may run a few times a day, and some switch to call-only service in the afternoon, as our lava tubes guide explains for Manjanggul.

So the rule is simple: book within a 10-minute walk of a stop on a main line. Put the address into Kakao Map or Naver Map and check the walk and the routes at the nearest stop. Our guide to Korea's map apps explains why Google Maps is not enough.

Jeju City: the hub, and the best base for Hallasan

Jeju City is not the Jeju of the postcards, but as a car-free base nothing else comes close. Every express bus and both coast roads start at Jeju Bus Terminal, and the airport is about ten minutes away. A city bus costs ₩1,150, and the 600 limousine charges ₩1,300 to its first stops at the Sinjeju (신제주) hotels. If your flight lands late, you can still reach your room.

It is also the best base for Hallasan. The 281 leaves Jeju Bus Terminal from 05:40, every 10–20 minutes, and reaches the Seongpanak trailhead (성판악) in about 41 minutes for ₩1,150. From 1 October to 31 March the summit checkpoints close at 11:30 (see our Hallasan guide), so an early start matters. The last 281 leaves the terminal at 22:00. The city also has late-night buses. The 3001 loops between the airport, Nohyeong (노형), the old town and Jeju Bus Terminal from about 22:15 to 00:25; check its current timetable on bus.jeju.go.kr before relying on it.

Where in the city: near Jeju Bus Terminal for the most routes, or around Sinjeju and Nohyeong to be closer to the airport. The old town around Dongmun Market is best for food.

The catch: you are not by the sea, and every beach day starts with a 40–90 minute ride.

Jungmun: the resort base the airport bus drives into

The Jungmun Tourism Complex (중문관광단지) is a planned resort zone of big hotels, a beach, Yeomiji botanical garden and the ICC Jeju convention centre, and it has the best car-free airport link on the island. The 600 and 601 limousines leave the airport's Gate 5 alternately, roughly every 22–28 minutes from 06:00 (30–40 minutes at the start and end of the day). The ride to Yeomiji takes about 55 minutes and costs ₩4,500.

The 601 drives into the Lotte, Shilla and Suite hotels and ends at ICC Jeju. The 600 only stops at their entrances, then carries on to Seogwipo's old town in another 40–50 minutes. The last 601 leaves the airport at 21:02 and the last 600 at 22:20. Going back, the last 600 leaves Yeomiji at about 22:21 and the last 601 leaves ICC Jeju at 22:28. The 202 runs west from Jungmun along the coast to Sanbangsan, Moseulpo and Hallim, about 1 h 25 to Hallim.

The catch: outside the hotels there are few cheap places to eat at night, and no bus runs from the resort itself to Hallasan's Seongpanak trail. The 182 express does, from the Jungmun transfer stop (중문환승정류장, by the post office in Jungmun town, outside the resort): about an hour to Seongpanak, first at 07:01. The 240 runs from ICC Jeju over the 1100 road past the Yeongsil and Eorimok trailheads every 50–90 minutes; from 1 November to 31 March three runs each way are dropped (marked 동절기운행안함, "no winter service", on the timetable).

Seogwipo town: two towns, two airport buses

Seogwipo is the south coast's real town: waterfalls, the harbour, Olle walks and the market for dinner. For buses it is two places, and that decides your airport bus.

  • The old town and harbour, around the Jungang rotary (중앙로터리), the Olle market and Seogwipo port, are on the 600: about 1 h 35 to Saetgijeong park (샛기정공원, a short walk below the old town) and 1 h 43 to the Seogwipo KAL Hotel at the end of the line, for ₩5,500. It is slow because it goes through Jungmun first.
  • The new town (신시가지) and Seogwipo Bus Terminal by the World Cup Stadium are on the 800, which skips Jungmun: about 80 minutes to the terminal for ₩5,000. (The 600 also stops at the World Cup Stadium, after Jungmun: about 1 h 30, ₩5,000.) Its partner, the 801, ends at the Seogwipo registry office (서귀포등기소). Both stop at the Seogwipo City Hall annex (서귀포시청 제2청사) about an hour after leaving the airport. Together they leave the airport every 20–40 minutes from 06:50; the last 800 is at 20:15 and the last 801 at 21:35.

Seogwipo is the other base, besides Jeju City, with a direct bus to Hallasan: the 281 runs from Seogwipo Bus Terminal to Seongpanak in about 47 minutes, from 05:55.

The catch: it is the longest airport ride of the five, and a harbour room reached by the 800 means a city bus or taxi across town at the end. Check the address first.

West coast: Aewol, Hallim and Hyeopjae on the 202

Aewol's (애월) cafés, the sunsets and the beaches at Hyeopjae (협재) and Geumneung make the west popular. It works without a car if you stay on the coast road that the 202 follows. From Jeju Bus Terminal it comes every 15–25 minutes from 05:35, reaching Aewol in about 40–50 minutes and Hallim (한림) in about 60–70 minutes for ₩1,150; Hyeopjae beach is a few stops further. From the airport, the 102 express takes about 51 minutes to Hallim for ₩2,400, but comes only every 35–60 minutes.

The last 202 from Jeju Bus Terminal leaves at 21:30 and reaches Hallim at about 22:30. The last 202 from Hallim towards Jeju City leaves at about 21:28, and the last 102 leaves the airport at 21:35.

The catch: this is rural-guesthouse country. A room "in Aewol" may be in a hill village far from the 202. The inland 820 tourist circular, past O'sulloc and Jeoji, stops running at about 17:00–18:00.

East coast: Hamdeok to Seongsan on the 201

Hamdeok (함덕) is a beach town close enough to Jeju City to work almost as a suburb. The 201 coast bus reaches it in about 40 minutes from Jeju Bus Terminal, every 15–20 minutes, for ₩1,150, and the 101 express from the airport takes about 46 minutes for ₩2,000.

Seongsan (성산), at the far east end, is for the sunrise at Seongsan Ilchulbong and the ferry to Udo. The 111 express from the airport takes about 1 h 26 to Seongsan port for ₩3,000, every 40–77 minutes, and the last leaves at 21:30. The 201 takes about an hour and a half from Jeju Bus Terminal; its last run leaves at 21:35 and arrives around 23:00. Staying in Seongsan is the only way to be at the crater for sunrise by bus. The catch: Jungmun and the west coast are two to three hours away by bus. The east is a base for the east.

Split the stay: two bases on two bus lines On four or five nights, two bases usually beat one: Jeju City for Hallasan and the east, then Jungmun or Seogwipo, linked by the 600 or the 281. When you really should rent a car

The bus does not work for everything:

  • You have already fallen for a rural guesthouse more than a 15-minute walk from a main-line stop, or on a 7xx village route. Rent a car or budget for taxis.
  • You want the interior. The oreum (volcanic cones), forests and tea fields are served by the 810 and 820 circulars, which run every 30–60 minutes and stop by early evening. A car covers three in the time the bus takes for one.
  • You have small children or a lot of luggage. A large Kakao T taxi is the in-between option; see our Kakao Venti guide.
  • You want both ends of the island in one day. Seongsan to Hyeopjae takes close to three hours by bus, with a change in Jeju City.
