Korean Toothpaste: Why It Says 고불소, and How to Check Your Tube

Pick up a Korean toothpaste tube and you will find a word printed in large type that has no equivalent on an American or British tube: 고불소 — "high fluoride". Some tubes print it in English too, right on the front: HIGH FLUORIDE TOOTHPASTE.

Nowhere else does a manufacturer advertise fluoride as a premium feature. In the US, UK, Germany and Australia, adult toothpaste has contained 1,350–1,450 ppm of fluoride for decades. It is the default. Nobody puts it on the front of the box.

In Korea it is on the front of the box because for years it was not the default — and the reason is one of the strangest regulatory accidents in Korean consumer goods. Two Ministry of Food and Drug Safety notices disagreed with each other, and the stricter one won.

That same regulatory structure is why Korea recalled two different toothpastes in 2026, why the recall notices name a lot number rather than a brand, and why you can settle the whole question in about ten seconds by turning your tube over.

The 1,000 ppm ceiling nobody meant to build

In September 2014 the MFDS raised the permitted fluoride content of toothpaste from 1,000 ppm to 1,500 ppm. Headlines at the time framed it as Korea catching up on cavity prevention.

Four years later, a dental trade paper checked what had actually shipped. Of 559 Korean-made toothpastes on the market in November 2018, exactly zero exceeded 1,000 ppm.

The reason was that the 2014 change touched only one of two rules.

  • The licensing rule — 의약외품 품목허가·신고·심사 규정 — permits up to 1,500 ppm.
  • The manufacturing rule — 의약외품 표준제조기준 — caps total fluoride at 1,000 ppm.

That second document is not advisory. Its Chapter 1, 치약제 표준제조기준, Table 1 lists the four permitted fluoride compounds with their maximum concentrations — sodium monofluorophosphate 0.76%, sodium fluoride 0.22%, stannous fluoride 0.4%, amine fluoride 297 at 1.31% — and then states the binding limit: 총불소로서 1,000ppm 이하, "not more than 1,000 ppm as total fluoride."

Here is why that mattered commercially. Conforming to the standard manufacturing rule lets a company register a product by 신고 — notification, a fast filing. Exceeding it forces 허가 — individual approval, product by product, with its own dossier and review.

So for years the entire Korean industry took the fast lane, and the fast lane had a 1,000 ppm ceiling.

You can watch the lane change happen in the MFDS product database. Search it for 1450 and the results come back marked 허가, individually approved:

  • Curaprox 1450 was the first 1,450 ppm toothpaste cleared for sale in Korea, in January 2019 — an import. Colgate 1450 followed later that year.
  • Median (메디안), Amorepacific's brand, registered its 1450 프로폴리스 line in November 2024.
  • Aekyung registered 2080 잇몸1450 and 2080 진지발리스1450 멀티케어잇몸치약 in October 2025 — less than a year ago.

Search the same database for ordinary 2080 products and the filings come back marked 신고. Same company, same brand, two different regulatory doors.

The manufacturing rule was last amended in July 2025. As of today it still reads 1,000 ppm.

Toothpaste is a quasi-drug here, and that changes everything

In the United States, fluoride toothpaste is an over-the-counter drug, registered with the FDA — you can look up Dental Clinic 2080 K in the FDA's own DailyMed database. In the EU it is a cosmetic.

In Korea it is neither. It is 의약외품 — a quasi-drug — filed under product category 치약제 (41400).

That classification is the reason for almost everything odd about a Korean tube:

The fluoride number is compulsory. The standard requires the sentence 이 치약의 불소 함유량은 ○○ppm임 — "the fluoride content of this toothpaste is ○○ ppm" — on any fluoride toothpaste. You are not left to infer it from an ingredients list.

The claim wording is regulated. A toothpaste at 1,000 ppm total fluoride may not simply claim 충치예방 ("cavity prevention"). It must say 불소에 의한 충치예방 — "cavity prevention by fluoride."

Shelf life is capped at three years. Not a suggestion, a limit in the notice.

Children's warnings are specified. For children aged six and under: a pea-sized amount per brushing, under adult supervision, and if a large amount is swallowed, contact a doctor or dentist immediately.

And MFDS can order a recall. Not request one. Order one. Which is exactly what happened twice in 2026.

January 2026 — 2080, and a Chinese factory's cleaning routine

Aekyung Industrial (애경산업) recalled six 2080 toothpastes after finding triclosan, a preservative that has been restricted in Korean toothpaste since October 2016, though it remains legal in oral care across much of Europe.

The cause was not the recipe. The Chinese contract manufacturer, Domy, had been using triclosan since April 2023 to disinfect production equipment, and residue carried into the paste. MFDS testing found it in 754 of 870 manufacturing lots across the six items — 87% — at concentrations up to 0.16%. Around 25 million units had been distributed, by Aekyung's count; the figure cited by regulators is closer to 29 million.

The 128 other 2080 toothpastes, all made in Korea, tested clean. MFDS said so explicitly after inspecting them.

So the check is not "avoid 2080." It is a two-field check on the back of the tube, and Aekyung's own recall FAQ spells it out: look for the manufacturer (제조업자) Domy and the country of manufacture (제조국) MADE IN CHINA. If your tube says Korea, it is not one of the six.

One honest caveat. Aekyung's FAQ page carries an unexplained line numbered "2-1" stating that only 2080 클래식케어 and 2080 스마트케어플러스 are subject to recall — which contradicts the six-item list two paragraphs above it on the same page, and contradicts MFDS, which ordered collection across all six items and every lot. The company does not reconcile the two. The physical check works either way, and so does the hotline: 080-024-1357, refunds regardless of purchase date, receipt, or how much you have used.

MFDS separately opened administrative penalty proceedings against Aekyung — not for the triclosan itself, but for delaying the recall procedure and for inadequate quality control over its overseas manufacturer.

July 2026 — VUCA, and a broken hinge

The second recall is smaller and much easier to check.

On 2 July 2026, MFDS ordered the recall of toothpaste made by 케이보은제약 under the VUCA (뷰카) brand after a metal fragment was found. The Korea Quality Testing Institute identified it as stainless steel, traced to a damaged hinge on a storage tank cover that shed fragments into the batch.

The scope is one line: manufacturing lot 20260202A1, use-by date 2029-02-01. Of roughly 40 VUCA toothpastes, one product — 뷰카클래식구취케어치약 — actually had metal detected. Any other lot number is unaffected.

What drew criticism was the timing. VUCA was Coupang's best-selling toothpaste. The recall order came within three days of the report; the company's public apology came twenty days later.

What Korean toothpaste actually costs, and which tube to pick

VUCA's own store publishes its prices, so these are checkable rather than estimated. All figures as of 25 August 2026.

Three things fall out of that table that nobody tells you.

The eight-pack costs more per tube than the four-pack. ₩4,100 against ₩3,475 — an 18% penalty for buying more of the same thing. Buying in bulk is a habit, not a rule, and on this shop it is the wrong habit. If you want volume, the 210 g tube is the actual saving: ₩28.5 per gram against ₩31.6 for the small one.

The 소비자가 is fiction. Every item on the shop is discounted, several by 60–75%. One bundle lists at ₩54,400 and sells at ₩13,900. Treat the list price as a reference number nobody has ever paid — the same pattern EpicKor found on Korean towel pricing, where a standing 35% "discount" turned out to be the permanent price.

Children's toothpaste is cheaper than adult. ₩2,725 against ₩3,475 per tube, and the junior tubes are where you will most often see the 1450 ppm marking printed largest.

If you are buying from outside Korea

One more wrinkle worth knowing, visible in the MFDS registry and nowhere in English. Korean toothpaste makers register domestic and export versions as separate items — marked 내수용 and 수출용 — and the export item often carries a different product name. One 2080 filing lists 2080뉴샤이닝화이트플러스(수출용) with the export name 2080샤이닝화이트프레쉬.

So the tube you buy on Amazon may be a legitimately different registered product from the one on a Seoul shelf, under a name that returns nothing when you search it in Korean. That is not a warning sign. It is just how the paperwork works — but it explains why cross-checking a foreign listing against a Korean review can be so confusing.

What not to worry about

Korean consumer reporting on both recalls was loud, and some of that noise travelled abroad in a distorted form. Three corrections worth making:

"Korean toothpaste has banned chemicals in it." Six imported items did, from one Chinese factory's cleaning process. The 128 Korean-made 2080 products were tested and cleared. Triclosan is also not banned everywhere — it is permitted in oral care across much of Europe. Korea's rule is stricter than the international norm, not looser, which is the opposite of how the story often gets retold.

"Low fluoride means Korean toothpaste doesn't work." 1,000 ppm is a working cavity-prevention concentration; it is simply below the 1,350–1,450 ppm that became standard elsewhere. If you specifically want the higher dose, it is now available and clearly labelled. Buy 고불소 and you have solved it.

"You need to avoid VUCA." One manufacturing lot of one product. Check for 20260202A1 and move on.

The genuinely useful takeaway is smaller and more durable than any of those: Korea prints more information on a toothpaste tube than most countries require, because it regulates toothpaste as a quasi-drug. The fluoride number, the manufacturer, the country, the lot, the expiry — all five are there by law. Once you know to turn the tube over, you never need a news article to answer this question again.

If you are assembling a Korean bathroom shelf, the same logic applies to the other things in it: Korean towels are sold by yarn count and gram weight rather than GSM, and 777 nail clippers are priced by plating rather than by blade. Korean everyday goods tend to publish their specifications; the barrier is vocabulary, not secrecy.

FAQ

Q: What does 고불소 mean on Korean toothpaste? A: It means "high fluoride" and in practice indicates 1,450 ppm. It is marketed as a feature in Korea because the standard manufacturing rule caps total fluoride at 1,000 ppm, so anything higher requires individual MFDS approval rather than a simple notification filing. Check the back of your tube for the manufacturer name and country of manufacture; if it does not say Domy and MADE IN CHINA, it is not affected.

Q: How do I know if my VUCA toothpaste is recalled? A: Look for the manufacturing lot number 20260202A1 with a use-by date of 1 February 2029. That lot alone is subject to the July 2026 recall order. Any other lot is unaffected.

Q: Why is Korean toothpaste regulated more strictly than in other countries? A: Because it is legally a 의약외품, or quasi-drug, rather than a cosmetic. That places it under the Ministry of Food and Drug Safety with mandatory labelling, capped shelf life, regulated efficacy claims and the power to order recalls. The United States treats fluoride toothpaste as an over-the-counter drug; the EU treats it as a cosmetic.

Q: Which Korean toothpaste should I buy first? A: If you want the mainstream experience, Median or 2080 in their ordinary forms are what most Korean households use. If you want the higher fluoride dose you are used to at home, look for 고불소 or the number 1450 printed on the front. Expect to pay roughly ₩2,700–₩4,100 per 110 g tube on a brand's own store.
